What Is TWIA and Why Does It Matter?

The Texas Windstorm Insurance Association (TWIA) is the insurer of last resort for windstorm and hail damage in 14 Gulf Coast counties that private insurers often exclude. For many coastal Texas homeowners, TWIA coverage is required by their mortgage lender — meaning TWIA compliance is not optional, it is a condition of ownership.

TWIA requires that structural components in its coverage area — including garage doors — meet specific engineering standards. Non-compliant components may result in denied claims for wind damage.

TWIA divides its coverage area into wind zones based on storm exposure:

Wind Zone I (highest exposure, nearest coast): Galveston Island, Bolivar Peninsula, Port Arthur coastal areas. Doors must withstand design wind speeds of 130 mph or more.

Wind Zone II (inland coastal counties): Most of Harris County, Brazoria County interior, Chambers County. Design wind speeds typically 110–120 mph.

Wind Zone III/IV (transition zones): Less common; applies to specific inland portions of eligible counties.
